Keep builds free

Open github.com/settings/billing. If no payment method is on file, GitHub simply stops when the free amount is used up: nothing can be charged. If you do have a card there, tap Budgets and alerts → New budget, product Actions, amount 0, tick Stop usage when budget limit is reached, save.
